In 2024 at the earliest, the Korean government will
promote the introduction of the 'Student Growth Indicator Survey', which is a
method of asking students about school adaptation and happiness.
The government will also establish an integrated system
that collects and manages information on children at risk of abuse and will
make legislation accordingly.
On the afternoon of Dec 28, Deputy Prime Minister and
Minister of Education Lee Ju-ho held the 3rd Social Relations Ministers'
Meeting at the Seoul Government Complex and discussed the 'measures to
establish an integrated student-customized integrated support system' prepared
by 17 metropolitan and provincial offices of education and related ministries
across the country.
The government is saying that students in crisis do not
face just one difficulty. It explains that there are cases where students in
economic crisis, in addition to psychological and emotional difficulties, and
weaknesses in basic learning, face various difficulties together. Customized support
based on the circumstances and conditions is necessary for these students, but
there has been a problem of awareness that the barriers have been set up around
the various support projects of the relevant authorities so far.
In the field of education alone, educational benefits and
expenses are being used for economic difficulties, Wee project is conducted for
psychological crisis, and support project for preventing school dropout is in
operation for basic education. It is explained that there is a need to
strengthen the linkage between projects as they have only been providing
support that corresponds to the goals of each project.
For this, efforts to find at-risk students are needed. As
one of the fact-finding surveys for this purpose, the introduction of the
'student growth index survey' is promoted. The purpose of the survey is to
check the effectiveness of the policy by measuring the school adaptation,
sociability, and happiness of students who received customized support through
the survey. Each provincial office of education and school can expand the scope
of the investigation and use it to find students at-risk. After a pilot survey
next year, the government will introduce this survey in 2024.
Information on children at-risk, which each ministry had,
is also bundled together. The government will establish the tentatively named
'Student Customized Integrated Support Information System'. It collects and
manages school information necessary for student support, including information
on children concerned about being abused, which was managed by the Ministry of
Health and Welfare.
A legal basis is needed to manage this information and
share it between institutions. The government is promoting the enactment of the
tentatively named 'Student Customized Integrated Support Act'.
While the Ministry of Education will begin legislation
next year, it will designate several elementary, middle, and high schools as
pilot schools and some education support offices as pilot education support
offices. For pilot schools, it is possible to combine the existing educational
welfare review committee, basic education multiple support team, and academic
affairs committee into one committee or to set up a separate support
organization. Through this, all school members will be able to carefully
observe and support students. The education support offices, who will
participate in the pilot, will play a role in helping pilot schools come up
with an integrated support system suitable for their region. The Ministry of
Education plans to allow pilot education support offices to be operated even in
areas where there are no pilot schools under its jurisdiction.
The Ministry of Education will also conduct training for
training for teachers, principals, and vice principals accordingly.
